A lot of guys won't officially release their tracks sometimes. I spoke to (can't remember his name now) this guy from audio skeptics about a remix he did of one of lady gaga's tracks and he said he won't be officially releasing it. I first heard it on FilthFM and chased him up about it so might be a similar story here.

Or, if the video isn't hosted by the artists then it's more then likely a hoax

Yeah a lot of guys will do that these days, their was 1 track that Skream had a few years back, and he only made it so he could use it at his live shows to get the crowd goin, it was a good banger, can't remember the name of it, but if I heard it I'd know it

I think the one he says he isn't going to release is the one after, the one before isn't made by him (unless Porter Robertson is dirtyloud)

dirtyloud are some brazilian boys, who porter seems to love.

its probably just a bootleg they did of the track. which means its likely not released. but if you search you may find. or hit up dirtyloud
