How long can you mix intros and outros? say i start beatmatching at 1min and 30 seconds can i bring the second track in and just let it the first track play out or is it best to keep it short and sweet?

It's situational.

Depends on the tracks, where the drops are, how long you actually have, how the mash works (if it works), syncing etc

I don't think there's any specific timeframe you should restrict yourself to, more just do what feels and sounds right.

I've had beatmatching that lasts for minutes, and can end up being a mash.

I've also done straight drops from song to song where it's worked.

There are no rules.

However, generally genres such as hip-hop have shorter mixes and utilise cuts/scratching, where house music and similar styles people typically do longer mixes.

In hip hop music, cutting is a disc jockey technique, originated by DJ Grandmaster Flash, which is "manually cueing up duplicate copies of the same record in order to play the same passage, cutting back and forth between them."

The quick change of the crossfader, basically.
