Nope, I used a step down and it was fine. Turntables are very low power consumption so you'd only need a 50w one for 2 turntables (plus a Japanese Y adaptor). yep I have the same shit with a different sound card and monitors - not sure what the solution is, but I think it's somehow related to the powerpoints and grounding. I mixed the powerpoints and powerboards my PC and monitors were plugged into and I still get noise, but it's much quieter than it used to be. I remember reading into ground loop isolators but never bothered to actually try one. My suggestion is try plugging the monitors into a powerboard connected to one powerpoint, with the PC plugged into the other powerpoint and see if that helps

You could always go the hackintosh route. You'd save yourself a ton on parts but not sure how well they work with production shit that requires low latency + having to learn the ins and outs of OS/software/drivers setup

after a certain point something along the chain will start clipping so you're not going over the max anyway. The limiter you want, was inside you all along - use your brain and watch levels. If you think something like that will happen again, and you can't just keep an eye on levels, unmap the master output volume knob/set up master limiter in traktor/tape off the volume knobs on the monitors - hardware limiters start at nearly $200 and are built for studios, so they're big units for rack mounting.
